Multi-stakeholder recommendation concerning Energy in Agenda 21

Mr. Chairman, Excellencies, Delegates and Friends,

Everybody knows by now that at UNCED in Rio the truth about energy was suppressed by mighty unsustainable special interest groups and politicians - the same groups who contradict the truth about climate change since years and who refuse any IPCC findings, while glaciers and ice caps are melting, sea levels rise incessantly with record weather disasters and desertification all over the world - as never seen in history before.

Health problems of city dwellers and mine workers are ignored as much as oil spills and extinguished species. Negative trade balances due to finite energy imports are seriously threatening economic and social development and felons are blamed for oil wars. Acid rains are ignored and all external costs from energy pollution are burdened to the public.

The gaseous, liquid and solid fossil feed-stocks for the chemical industry and metallurgy are wastefully combusted towards total depletion with little left for future generations !

Now it is high time to correct the fatal omission of the truth about polluting, utterly unsustainable energy systems in Agenda 21, by amending it ten years after Rio with the proposed new Section V, Chapter 41, which shows that enough clean, sustainable energy can be produced at competitive cost with millions of new clean jobs created.

The Chairman's office, UN agencies, NGOs and all National delegations have received or can get today, together with the Global Energy Charter for Sustainable Development, a copy of this proposed amendment, which is also down-loadable from www.cmdc.net.

Since all currently discussed implementation programs, governance concepts and partnership initiatives for WSSD are referring to Agenda 21, it is indispensable to add this new chapter about the importance and urgency of clean, renewable energy, as a pre-requisite for the ongoing work for the Johannesburg Summit and beyond.

The international group of experts, working on this addendum and the updating of the Energy Charter since the Rio Summit, and supporting Governments, request a ballot on this important proposal and encourage all governments to vote for this addendum.

For Johannesburg, the Blueprint for the Clean, Sustainable Energy Age, which emerged from the international CLEAN ENERGY 2000 Conference in Geneva, will be distributed as an implementation guide for the addendum to Agenda 21, embracing the Global Energy Charter, relevant ISO standards, many technical solutions and financial mechanisms.
